Responsibilities of Editors

In order to strengthen the construction of academic integrity of “BULLETIN OF THE GEOLOGICAL SCIENCE AND TECHNOLOGY”(abbr., THE JOURNAL), standardize the process of writing, submission, editing and publishing papers, prevent the very behavior of academic misconduct, on the basis of the Copyright Law, Publication Ethics in China and Abroad, Academic Publishing Standard: Definition of Academic Misconduct in Periodicals(CY/T 174-2019) and other relevant clauses, while taking the actual situation into account, THE JOURNAL issues an ethical statement to authors, editors of THE JOURNAL and our peers. For more details, please refer to the Publication Ethics Standards and the official website (http://www.publicationethics.org/) of the Committee on Publication Ethics (COPE) formulated by the China National Press and Publication Administration, as well as the Publication Ethics Standards published by European Society of Science Editor (EASE).

Editors should be responsible for all the editing procedures of the journal, including continuously promoting the development of the journal and ensuring that the manuscripts will be published with high quality and on time. Editors should abide by the national policies and regulations on journal management and various institutional norms of journals, adhere to the system of "Three Reviews and Three Reviews", strictly perform manuscript review procedures, simultaneously stick to academic publishing ethics and norms, respect authors' research achievements, respect opinions by reviewer experts, and deal with all incoming manuscripts in a timely and fair manner.

1. Be Fair

Editors should be fair in the selection of manuscripts. Accepting or rejecting articles can happen only on the basis of originality, significance, clarity, and conformity with the purpose and scope of the journal. Avoid judging by personal favor, while completely eradicate all commercial needs and interest exchanges that are harmful to academic ethics.

2. Carefully Submit for Trial

Editors should ensure that the review of papers is fair and reasonable. In case of conflict of interest or cooperative relationship between authors, units and enterprises related to the paper due to competition and cooperation, the editor must propose to replace the reviewer, and the chief editor or other editorial board members shall be responsible for the review of the paper.

3. Follow the Rules

Editors shall neither privately influence the review of experts, nor ignore or deny the review opinions of experts without sufficient reasons, and influence the revision and publication decisions of manuscripts.

4. Confidentiality of Information

Editors shall maintain the authenticity of the reviewing records, and have the obligation to keep the materials in each link of review and revision safe and confidential. The editor and the staff of the editorial department shall not disclose any information about the submitted paper to others except to provide necessary information to corresponding authors, reviewers and members of the editorial board as appropriate. Ensure that the identity of reviewers and other relevant editorial staff is protected during blind review.

5. Be Honest Performing Duties

Do not publish any false or outdated journal award information, database entry information, etc.

6. Guard Against Misconduct

Editors are responsible for avoiding academic misconduct such as multiple submission and repeated publication, and should check and review the original submitted papers and papers to be published.

The editor has the obligation to investigate academic misconduct and communicate. Once there is an academic ethics appeal for submission or publication, the editor must take effective measures. If required, corrections, clarifications, retractions or apologies should be publicly issued in a timely manner. Editors are obliged to hold authors and reviewers accountable for misconduct. Editors should take authors' complaints seriously and organize collective discussion or invite reviewers to review them again.

7. Face Objections

The editor should encourage academic debate and have the obligation to respond to authors' different views of reviewers. Results acquired from rigorous and scientific researches should be considered for publication, in order to avoid unnecessary duplication of studies conducted by other researchers.

8. Perform Duties According to Rules

Editors are obliged to warn authors of possible copyright and intellectual property issues arising from changes in attribution, unit and sequence.

The editor should respect the author's point of view and style of writing, and should obtain the consent of the author for any key modification of the paper involving academic points of view.

Remarks: "Publishing ethics" in this statement refers to the ethics, professional ethics and code of conduct that should be followed by all subjects in the publishing of sci-tech journals.

These standards shall come into effect as of the date of promulgation.
